SUMMARY
The Software Developer will deliver technical solutions for the Centers for Disease Control and Prevention (CDC), Office of Financial Resources (OFR) and Office of Financial Information Systems (OFIS) by building and unit testing custom components supporting the OFIS's portfolio of applications. The successful candidate will work closely with the Team Lead and Application Architect to understand the functional requirements to identify effective programming methods (.NET, ASP.NET, C#) and may be involved in the implementation from the time technical specifications are developed through the delivery process.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Proactively scopes and defines technical solutions that addresses customer requirements.
Coordinates with users to determine requirements.
Implements software designs utilizing software development fundamentals and processes. Debugs, tests and deploys software solutions.
Designs, develops and maintains key components of software.
Provides back-end / front-end data integration support for systems architecture, engineering and configuration. Maintains and improves CDC systems and products.
Implements SharePoint-based workflows, and develops business intelligence dashboards.
Documents and demonstrates solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION/EXPERIENCE REQUIRED
Bachelor's degree in MIS, Computer Science or a related field of study and a minimum of five (5) years' relevant experience in applications development; or equivalent combination of education / experience.
CERTIFICATES / LICENSES / REGISTRATION
U.S. Citizen / Green Card only due to government or federal requirement
Ability to obtain required government security clearance
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Experience with any of the following desired:
Advanced knowledge and understanding of software development languages (.NET, ASP.NET, C#, SQL, JavaScript, HTML 5 / CSS, Web, XML)
Working knowledge and understanding of (or ability to quickly grasp) CDC IT processes, Enterprise Performance Life Cycle (EPLC) support, and back-office application support
Skilled proficiency related to MS Access database management systems
Proficient working knowledge of Windows server administration
Proven ability to conduct network / application troubleshooting
Ability to interface and link SQL services to web-based applications (ASP) and to utilize database
Management best practices
Operational knowledge of Web creation and development
Exceptional computer skills with advanced proficiency in Microsoft Office (i.e., Word, Excel, Visio, Outlook, etc.)
Ability to construct, tailor and negotiate complex solutions for customers
Detail-oriented with advanced analytical, critical thinking and problem-solving skills
Exceptional organization skills with ability to effectively manage multiple projects and priorities
Excellent verbal and written communications skills with ability to organize, document, present and explain information
Ability to clearly and concisely communicate / explain technical information to a broad range of people with varying levels of technical expertise
Proficiency in document development with ability to implement a high degree of professional judgment and a clear understanding of the information to be communicated
Ability to coordinate efforts with others for the timely and successful completion of projects and deliverables
Ability to work well both individually and in a cross-functional team environment
LANGUAGE SKILLS
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
MATHEMATICAL SKILLS
Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
