Purpose

The Senior Officer, Finance will contribute to the financial activities of the CSD and the HSPRS program. The position is responsible to contribute to department and program budgeting, spending analyses and reporting, training, upholding donor and organizational compliance, and accounting activities.

Responsibilities

  • Work in close collaboration with Global Finance units and in accordance to organizational policies and procedures.
  • Advise subgrantees on financial requirements of program and 2 CFR 200; provide training, technical assistance, and troubleshooting.
  • Receive and review all monthly invoices and reconciliations from HSPRS subgrantees; ensure invoice accuracy and compliance with requirements; work with subgrantees as needed; approve and submit invoices for payment.
  • Review expense reports, credit card reports and other invoices as needed for CSD for accuracy, completeness and allowability, then submit for payment.
  • Evaluate subgrantee and CWS site budget proposals and revisions as a first review.
  • Contribute to the development of new program budgets and budgets revisions for CSD.
  • Support the Finance Director with annual CWS HSPRS and CSD budget, collaborating with CSD Program and CWS Finance colleagues as needed.
  • Collaborate with Finance Director to prepare and conduct financial portion of site visits and monitoring and evaluation (M&E) of subgrantees.
  • Contribute to financial assessment of new subgrantees.
  • Assist in preparation for audits by federal funders as assigned.
  • Assist in developing and maintaining sound accounting procedures and practices that align with CWS and CSD policies.
  • Perform other duties as assigned

Qualifications

Experience:
  • Three or more years of experience in finance or accounting required, preferably with US government grants or in the nonprofit sector.
  • Experience with or demonstrated knowledge of the requirements of 2 CFR 200 preferred.
  • Experience with or knowledge of GAAP principles.
  • Experience with or knowledge of FASB guidelines.
Skills:
  • Ability to produce financial reports and budgets with a high degree of accuracy and quality.
  • Strong analytical computer skills, especially with Microsoft Excel or similar software, and ability to learn and use CWS finance database.
  • Strong written and spoken communication skills.
  • Excellent diplomacy skills and ability to work with a variety of stakeholders.
  • Self-starter, and skilled in ensuring that work is current and accurate.
  • Exceptional organizational and time management skills, and able to adhere to deadlines.
  • Ability to work in a multi-cultural environment required.
Education:
  • Undergraduate degree, preferably in accounting, finance, business, or related field OR undergraduate degree with equivalent work experience.

  • Remote position within the U.S. - must have access to reliable internet and reasonable proximity to airport.
  • Standard work hours with occasional evening or weekend assignments.

  • Successfully pass PREA, FBI, Motor Vehicle Records and Child Abuse and Neglect Checks.
  • Occasional travel for in-person meetings, events and conferences several times a year.
  • Occasional visit to provider location for on-site training and support.
