Job Description:
Nebraska's Re-employment Strategy is a comprehensive re-employment program streamlining the Nebraska Department of Labor's (NDOL) services to assist individuals who are unemployed in returning to work quicker. Under the UI Division, the Reemployment Coordinator will work to improve employment outcomes of UI recipients and reducing the duration of unemployment claims. The Reemployment Coordinator must have the ability to plan, implement and facilitate one-on-one orientations for a wide variety of job seekers providing detailed guidance on the NEworks online labor exchange, Labor Market Information, and One-Stop partner services. Staff will conduct individual evaluations both in-person and virtually to identify barriers and employment options by establishing work search plans, based on prior work experiences and local availability of employment. They will also provide referral services utilizing appropriate tools and resources, determine and review UI insurance eligibility, utilize technology to schedule, track and log all orientations, document required activities, and case note in the NEworks system timely, accurately, and efficiently. Staff will Adhere to State, Nebraska Dept of Labor, Office of Unemployment Insurance policies and procedures. This position requires the ability to work with a diverse population of socio-economic, ethnic, justice involved, and educational backgrounds. Maintain professionalism while remaining non-judgmental, empathetic, and compassionate to the job seeker's unique situation.

Examples of Work

• Performs case management of clients; researches and recommends clients for intensive and various training services including Re-Employment Services which requires in-depth case management and vocational guidance.
• Screens applicants for eligibility for partner programs and utilizes vocational guidance tools to assist applicants with core intensive services; works closely with partners in coordinating services of mutual clients.
• Performs job search/matching activities for applicants including registration, job referrals and job development.
• Administers assessment instruments (tests, surveys, etc.) and other planning tools; interprets results and counsels clients.
• Plans, implements, and presents workshops relevant to job seeker needs.
• Performs data entry and retrieval activities for various programs as necessary.
• Supports the claimant in development of individual reemployment plan.
• Receives and responds to inquiries from claimants and employers to explain legal requirements and procedures pertinent to the Unemployment Insurance (UI) program, by interpreting state and federal UI law, agency rules, regulations, policies, procedures, and guidelines.
• Analyzes and evaluates benefit claims to determine issues pertinent to fact gathering; writes timely determinations and benefits claims based on analysis of data and applications of current laws/regulations to inform parties of approval or denial of unemployment insurance benefits.
• Gathers information pertinent to disputed eligibility, benefit duration and employer charging to determine facts relevant to the case and makes written eligibility determinations.
• Interviews claimants to determine continued eligibility for unemployment insurance benefits; identifies barriers, verifies work search, and refers to reemployment services through One-Stop offices.
• Testifies on behalf of the Commissioner of Labor at contested benefit determination appeal hearings and present evidence, facts, and reasoning to support affirmation, denial, or reductions of UI benefits and /or employer charging of UI benefits.
• Calculates and adjusts payment of benefits by verifying with claimants any monetary payments of vacation/holiday pay, severance pay, bonus, workers' compensation, social security, pension, or other payments received.
• Prevents and detects UI improper payments.

Location: 550 South 16th Street, Lincoln, NE
Schedule: 8am-5pm; Monday-Friday

Requirements / Qualifications:
Minimum Qualifications: Post high school coursework or training in social/behavioral sciences, counseling, business, public administration,
education, marketing, or a related field; or experience in client development and case management including interviewing, research, and direct customer service.

Other: Must have a valid driver's license or the ability to provide independent authorized transportation.

Knowledge, skills, and abilities
Knowledge of: State and federal employment security laws; case management interviewing procedures and techniques; typical office computer systems.

Skill in: public speaking or communicating with an audience; presenting information clearly using various media.

Ability to: plan and organize work; communicate to disseminate information to a diverse group of people; follow instructions; interact with clients, employers, and the public; administer tests and measurements; conduct evaluations; learn and apply agency rules, policies, and procedures.
