TITLE: Human Resource Manager, Employee Relations/Operations  

POSITION NO.: P03765  

SECTION: Administrative Services/Human Resources  

HIRING SALARY: $53,000.00 - $60,000.00 annually; all salary calculations to start at the minimum salary  

HOURS: 8:00 A.M. - 5:00 P.M., Monday - Friday

MAJOR FUNCTION: The Human Resource Manager is position is responsible for organizing and directing employee relations, compliance, and performance management.

The HR Manager position is responsible for the following, but not limited to:

  • Plans, develops, interprets and implements employee relations programs for the College. Serves as the first point of contact for all employee relations issues. Conducts thorough and impartial investigations into employee complaints, concerns, and grievances. Works closely with supervisors and managers to develop appropriate corrective action plans, performance improvement plans and disciplinary actions. Counsels employees regarding employee relations and human resource processes. Educates managers and supervisors on best practices in managing employee relations and creating a supportive team environment. Ensures proper recordkeeping of employee relation files and documents. Works closely with the Director of Human Resources to ensure proper and timely investigation of complaints. Ensures compliance with state and federal laws and ensures departments mitigate employment risks.
  • Provides supervision of staff to ensure Human Resources and the College needs are met. Oversees the Human Resource function for grant positions. Manages performance of team to ensure internal proficiency and provides direction, feedback and assistance as needed. Hires, supervises and evaluates team members. Trains staff to provide assistance with employee relations issues and problems as they arise.
  • Manages the College's Exit Interview process, Employee Assistance Program, and unemployment/reemployment compensation claims. Performs data collection, preparation, and analysis to serve a variety of institutional reporting needs. Oversees departmental reports, communications and events. Prepares articles, presentations, and other publications, which provide information concerning College practices and activities related to the unit. Develops and implements and training programs related to the College's personnel policies and procedures. Develops Employee Relations portion of the New Employee Orientation.
  • Manages the College's performance management program. Ensures timely completion of performance evaluations, corrective action plans and performance improvement plans. Monitors probationary evaluations and works closely with supervisors and managers to ensure employee success.
  • Serves as the College's Americans with Disabilities (ADA) Coordinator. Works closely with employees to engage in the interactive process in accordance with federal law and College policy.

MINIMUM TRAINING AND EXPERIENCE: An Associate's Degree and five years of responsible experience in human resources administration, project management, training or related human resources experience; one year of the required experience must have been as a supervisor. A Bachelor's degree in a related field is preferred and may substitute for two years of the required experience. Experience in Employee Relations and Higher Education is also preferred.

Ability to understand, apply and interpret to employees the applicable rules, regulations, policies, and procedures relating to Human Resources. Ability to analyze and interpret reports.  Ability to work independently. Ability to maintain confidentiality. Ability to operate a PC in accessing, inputting, and retrieving information.  Ability to use the Internet as a reference tool.  Ability to communicate effectively verbally and in writing.  Skilled in using various software such as Word, Excel, Access and PowerPoint. Skill in writing investigative reports and conducting interviews.
