Responsibilities

This position provides guidance to supervisors, management, and employees regarding disciplinary actions and performance management; provides extensive support on employee & labor relations matters. Duties include:

  • Providing counseling to employees, management, and supervisors regarding employee disciplinary matters and all aspects of performance management. Handling highly complex disciplinary cases. Taking witness statements, analyzes and formulates recommendations on findings, prepares case summaries, and drafts appropriate disciplinary action letters and/or performance expectation plans/performance improvement plans. Preparing for the presentation of appealable disciplinary actions to arbitration. Providing assistance in the administration of layoffs within the University. Facilitating USPS/A&P complaint processes and provides recommendations to management on resolutions of informal complaints.
  • Assisting with preparation for negotiations, including scheduling, drafting proposals, researching and bench marking labor relations issues, conducting costing analysis, and responding to union requests. Responsible for handling and timely processing of collective bargaining grievances.
  • Manages the Unemployment Compensation/Reemployment Assistance Program for the University. Responds to initial claim forms as submitted by the Department of Commerce (formerly Department of Economic Opportunity) for former employees; serves as the University representative at appeal hearings; prepares witnesses; reviews the quarterly invoices to ensure accuracy; etc.
  • Conducting training in all areas of Employee and Labor Relations. May be assigned special projects and assists with other duties as assigned.
Qualifications

Bachelor's degree and two years of experience in human resources and/or labor relations; or a high school diploma or equivalency and six years of experience in human resources and/or labor relations. (Note: A combination of post high school education and experience in the same; or higher education can substitute for experience at the equivalent rate.)

Preferred Qualifications
  • Previous experience in a higher education institution.
  • Previous experience in a state of Florida public institution.
  • Previous experience in employee relations.
  • Previous experience in labor contract administration.
  • Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules, and regulations.
  • Knowledge of and the ability to interpret and apply related University policies, procedures, principles, and practices.
  • Ability to compile printed materials and visual aids for training.
  • Ability to demonstrate critical thinking based upon in-depth data, substantiating information.
  • Ability to develop and implement policies, procedures, goals, and objectives.
  • Ability to evaluate process effectiveness and develop change or alternatives.
  • Ability to work independently to meet project deadlines.
  • Ability to prioritize and organize work assignments and perform accurately in a detail-oriented environment.
  • Ability to provide subject matter expertise on employee relations matters and counsel others.
  • Ability to utilize problem solving and conflict resolution skills.
  • Knowledge of applicable computer applications, such as Microsoft Office Suite (Excel, Outlook, Word), and basic computer functions
  • Knowledge of principles, practices, and standards of human resource administration in employee and/or labor relations.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships.

What is a typical day in this position? No two days are the same. One day you may be assisting two employees in resolving a conflict with each other. The next you may be taking statements as part of an investigation that could lead to someone losing their job. Let's be honest - this role is challenging. But along with the challenges comes the reward of resolving conflicts and helping to foster a positive and productive work environment.

What can I expect in the first 60-90 days? Your first few weeks will be getting up to speed on all things FSU HR - our policies, procedures, and what is expected of you. You'll also spend time shadowing other ELR personnel on cases, so you have a good understanding how to manage and process cases. There's on the job training, but you'll need to bring your previous experience and skills to the table; we're definitely not starting at entry-level. Previous experience in employee and/or labor relations is very helpful, and we'll spend time transferring those previous skills to this role.

Anticipated Salary Range

The anticipated salary range is low $40,000's to high $50,000.00's annually, commensurate with experience.
