The Director, Enterprise Change Management is responsible for Policy, Charter, Program and Procedure administration and governance process as well as the review and creation of RCSA process maps. The Director is ultimately responsible for ensuring Cenlar governance documents are clear and consistent, complete and credible, address appropriate requirements, and are well written and grammatically correct. The Director also ensures that Cenlar's board and management committees have consistent and accurate charters which appropriately reflect their roles, responsibilities, and rules. Leveraging business knowledge and regulatory research, the Director provides an independent critical eye to identify policy, program, and charter errors, inconsistencies, and inefficiencies, and recommends appropriate edits. The Director oversees the review, editing, approval, and governance process with document owners, Risk and support areas, administrative staff, and members of board and management committees, as applicable, by document type. The Director is also responsible for the creation of risk education, communication and training across the organization. The Director works with the business functional leaders to ensure there is risk ownership and accountability. In addition, the Director is responsible for leading a team that manages all change controls ensuring the every process change is reviewed for impact on the risk and control self-assessment.

Responsibilities:

Policy, Charter, Program and Procedure Administration

  • Directs team to ensure that all policies, programs, and charters capture a complete view of all activities and processes within and across business areas (RC's) company-wide
  • Directs assigned staff to develop, update, and maintain policies and procedures using specialized software and internally developed processes
  • Establishes Cenlar governance standards and directs Supervisors to enforce standards to ensure all assigned documents are free of typographical, format, and layout errors
  • Establishes format of all Cenlar governance templates, including communicating changes and new initiatives to Cenlar executive leadership
  • Oversees the creation/revision of procedures and work instructions to ensure processes are correctly documented
  • Ensures staff creates all policies, programs, and charters consistent with regulatory, compliance, and legal changes
  • Works with RC contacts to ensure such updates are made and approved within compliant timeframes
  • Ensures effective communication of changes occurs on a continuous basis
  • Ensures the Governance system of record allows for ease of use by internal/external stakeholders and that proper controls are in place with clear delineation of roles and accesses for all end users
  • Collaborates with necessary stakeholders and senior leadership, with assistance of Supervisors, to have all policies, procedures, documents, and processes reviewed, revised, edited, and finalized for publication for Clients and/or Company use
  • Appropriately assess risk when business decisions are made, include but not limited to compliance and operational risk. Demonstrate consideration for Cenlar's reputation as well as our clients, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards
  • Ensure all activities are in accordance with Cenlar's approved risk appetite statement and applicable compliance and regulatory requirements.
RCSA Process Maps
  • Ensures risks and controls are properly mapped to identified key processes and changes across the organization
  • Ensures effective communication of changes occurs on a continuous basis
Risk Culture, Awareness, Communication, Education & Training
  • Educates, communicates, and trains the business functions on their risks and controls, ensuring an understanding of the key risks and controls and the implications for not managing risks in their respective business functions
  • Works with the business functional leaders to ensure there is risk ownership and accountability
Job Specific Training Modules
  • Bi-annually, ensures procedural updates are incorporated in to job-specific training modules
  • Effectively communicates with Training and Development and the Compliance department to ensure all changes are incorporated into established training materials
  • Ensures effective communication of changes occurs on a continuous basis
Change Management
  • Ensures for every change the impacts a process flow or a procedure, the change is reviewed against the risk and control self-assessments to ensure all changes are reviewed for impact on the existing risk and control environment.
Qualifications:
  • Bachelor's degree or equivalent experience
  • 10+ years of business work experience preferably in banking or mortgage related work with significant writing involved
  • A minimum of 3 years of management experience over work involving extensive writing and adherence to prescribed standards
  • CRCM certification preferred
  • Excellent written and oral communication and presentation skills, including the ability to deliver clear and accurate messages to both management and senior leadership
  • Excellent proficiency with Microsoft Office Suite, specifically Word, Excel, and PowerPoint
  • Ability to quickly comprehend all relevant internal and external rules, regulations, and procedures that apply to Cenlar's business
  • Strong interpersonal skills, ability to integrate and effectively communicate and establish strong working relationships with colleagues of all levels of seniority and background
  • Exceptional attention to detail to ensure accuracy, completeness, and thoroughness of all work
  • High degree of self-motivation and ability to lead others to meet tight deadlines
  • Superior organizational, multi-tasking, and managerial skills
