About Stanford University's Hoover Institution: The Hoover Institution, led by Director Condoleezza Rice, is a public policy research center devoted to the advanced study of economics, history, and political economy-both domestic and foreign-as well as international affairs. Founded in 1919 by Herbert Hoover before he became the thirty-first president of the United States, the Institution began as a repository of historical material gathered at the end of World War I. The library and archives have grown to be among the largest private repositories of documents on twentieth-century political and economic history. Over time the Institution expanded its mission from collecting archival material to conducting advanced research on contemporary history and economics and applying this scholarship to current public policy challenges. With its eminent scholars and world-renowned library and archives, the Hoover Institution seeks to improve the human condition by advancing ideas that promote economic opportunity and prosperity, while securing and safeguarding peace for America and all humanity. JOB PURPOSE: Serve as the Hoover Institution's representative and liaison to state and local government officials, their staffs, and key partners. Manage programs, activities, and relationships with state and local governmental bodies related to research outreach and legislative issues on behalf of the Hoover Institution. Reporting to the Senior Manager for Government Relations and Outreach, the incumbent will seek out and maintain relationships with state and local government audiences to further Hoover priorities and research. CORE DUTIES*:

  • Enhance and maintain positive working relationships with legislative and agency officials and bodies and member associations.
  • Provide state audiences with selected, proactive and timely information about Hoover Institution research, accomplishments and interests. Schedule and follow-through on appointments and attend briefings and hearings.
  • Research and analyze issues of importance to Hoover Institution priorities. Draft position papers, statements, and presentations on these issues for review and communication to both internal and external audiences.
  • Coordinate events and campus visits of state officials that further the Hoover Institution's mission and government relations goals.
  • Work collaboratively with other Government and Media Relations staff on special projects as assigned.
ADDITIONAL CORE DUTIES*:
  • Develop and manage relationships with members of state, and local government entities and agencies.
  • Plan and execute programming on Stanford's campus for state and local leaders.
  • Support the Senior Manager for Government Relations with research and outreach on complicated policy issues and developing materials such as briefing papers and event line-by-lines.
  • Draft written materials for both internal and external distribution: copy, edit, and proofread as requested.
  • Support the execution of all Media and Government Relation department events.

MINIMUM REQUIREMENTS: Education & Experience:Bachelor's degree and five years of relevant experience or combination of education and relevant experience. Knowledge, Skills and Abilities:
  • Experience in a government-relations environment, focusing on federal and/or state level.
  • Excellent judgment and knowledge of the political process at the federal and/or state level.
  • Superb written and verbal communication skills and the ability to interact effectively with policymakers.
  • Collaborative team player with the ability to diplomatically solve problems and build key relationships.
  • Proficiency with Microsoft Office suite. Software and presentation programs such as Photoshop, Dreamweaver and/or Keynote.
Desired/Preferred Knowledge, Skills and Abilities:
  • Experience working for elected officials at the state or local level preferred, including Governors, State Representatives, Mayors or campaigns.
  • Strong relationships with state and local government officials.
  • Familiarity with State and Local branches of government and relevant organizations. Understanding of state and local policy issues.
  • Excellent written communication skills, reporting skills, and advanced skills in conceptual editing, copy editing, and proof reading.
  • Ability to work collaboratively with internal communications groups across campus.
  • Demonstrated interpersonal skills in working with a variety of people.
  • Capacity to write and synthesize materials and communicate information in a manner easily understood.
  • Work in partnership with Hoover media and government relations team to build a network of key contacts.

PHYSICAL REQUIREMENTS*:
  • Constantly perform desk-based computer tasks.
  • Frequently sit, sort, file paperwork or parts, grasp lightly, and use fine manipulation, lift, carry, push and pull objects that weigh 10 pounds or less.
  • Occasionally write by hand, use a telephone, twist, bend, stoop and squat.
  • Rarely stand, walk, reach or work above shoulders.
