This position is assigned to the Professional Standards Division, which includes the Legal Division. This position is essential to the efficient operations of the Legal, Legislative Liaison, and Policy/Accreditation/Inspections functions of the Nebraska State Patrol.

Examples of Work
Duties include providing legal support to the Chief Legal Counsel and Agency attorneys with, among other legal duties as assigned, the processing of workers' compensation claims; sex offender registrations and concealed handgun permit actions; administrative hearing preparation; review and modification of Agency Rules and Regulations; legal research focusing on criminal and constitutional law; reviewing and tracking memorandums of understanding and contracts; processing of various legal correspondence such as subpoenas and public record requests, including reviewing documents for redaction and confidential information; general litigation and claim support; providing as-needed support to the Policy/Accreditation/Inspections Coordinator in the areas of internal policy development and distribution; assisting the Professional Standards Commander by tracking legislative proposals of interest to the agency throughout the legislative sessions. Other duties as assigned within the Professional Standards Division. Some in-state and out-of-state travel may be required.
Qualifications / Requirements
REQUIREMENTS: Associate's degree in Paralegal Studies from an American Bar Association approved program at an accredited college or successful completion of a program at an American Bar Association approved paralegal institute. Experience may be substituted for education on a year for year basis.

PREFERRED: Experience in criminal law, employment law, or with law enforcement organizations is preferred. Litigation support experience preferred. Successful candidate must be able to meet requirements for access to various criminal justice databases based on a criminal history check.

Selection process will include an interview and legal brief/writing sample submission.
Knowledge, Skills and Abilities
Knowledge of: State and federal statutory and case law and constitutional provisions pertinent to agency programs; agency rules, regulations, policies and procedures pertinent to the legal services function; goals, scope, and impact of agency programs; the agency organizational structure, functional relationships, and legal processes of the courts and legislative/administrative bodies in Nebraska; the principles and practices of criminal and civil law administration; judicial procedures and rules of evidence; the principles and practices of legal research; the techniques of preparing and drafting legal documents and forms; legal terminology.

Ability to: interpret and apply statutes, case law, decisions of a court/administrative hearing, and administrative rules and policies; prepare and communicate orally the facts and arguments of a case; communicate in writing to summarize and exchange legal findings and conclusions; interact with legal associates, other government employees, the public, and representative of parties involved in a case; formulate legal opinions and recommendations based on research and investigations; conduct legal research and investigations; identify critical elements of legal questions or issues; and use a computer for word processing and research.
