Job Description
MV Transportation is seeking an Audit and Grants Administrator to provide support, leadership, for transit grants/funding direction to the client, as well as short- and long-range transit capital planning. He/she will work in conjunction with MV Transportation high level positions and in conformance with client procedures.

Responsibilities:

  • Oversight of local, state, and federal transit grants to ensure compliance with current funding requirements, including preparation and review of funding agreements and council items, monthly submittals of financials and progress reports, and coordination of Triennial Performance review and other periodic federal audits.
  • Work with internal and external stakeholders to identify formula, discretionary and private sector grant opportunities and funding strategies, coordinate grant application development and submittals.
  • Research and evaluate local, state, and federal rules, regulations and legislation and their impacts to the Agency's grant and capital programs. Oversee section policies and procedures and provide recommendations to promote financial and grant compliance.
  • Coordinate with stakeholders to ensure that the Agency submittals into the Federal Transportation Improvement Programs (TIP) are consistent with the long-range plans and grant strategic plans.
  • Coordinate, develop and update annually a long-range, high level operations and capital plan, to be used as a roadmap for the agency as well as the basis for future grant opportunities. Develop and recommend strategies and programs that make transit more attractive to the public.
  • Oversight of local, state, and federal transit planning activities to ensure compliance with current requirements, including preparation and transmittal of local, regional, statewide, and federal required planning and program development documents on behalf of the client.
  • Work with internal and external stakeholders to present and communicate the department's transit plans and project and to receive input from these external stakeholders on the department's plans and projects.
  • Oversees the preparation of the Sections' annual budget.
  • Represent the Agency and serve as a liaison with partners and stakeholders, including, but not limited to, local agencies, regional planning agencies, agencies, federal agencies (Federal Transit Administration, Federal Highways Administration, Department of Homeland Security) and national organizations (American Public Transit Association, Intelligent Transportation Society of America).

Talent Requirements:
  • Position requires broad knowledge in a general professional or technical field, which is normally acquired through four (4) years of an accredited college or university resulting in a Bachelor's degree or equivalent in Urban Design, Planning, Public Policy, Public or Business Administration, Finance, Accounting, Transportation studies or a related field of study. Master's degree preferred.
  • Minimum of seven (7) years of transportation/transit management, programming, finance and/or grant administration, compliance/audit, and/or capital planning experience, with three (3) of these years of supervisory experience.
  • Knowledge of the NY State and Federal regulations, circulars, and grant requirements.
  • Ability to read, write and speak English, with strong written, verbal and presentation skills.
  • Ability to communicate effectively and work with internal and external stakeholders.
  • Ability to work independently and objectively.
  • Strong analytical and organizational skills with a high degree of multi-tasking skills.
  • Ability to effectively delegate tasks and provide appropriate supervision and follow up to internal and consultant staff.
  • Familiar with windows-based computer operating systems and Microsoft Office packages.
  • Familiarity with accounting system software and experience with similar management software tools is desired.
