The Recovery Section assists all levels of governments through the recovery process following disasters. The section administers Public Assistance (PA), Hazard Mitigation (HM), and Individual Assistance (IA). In the last few years, the Hazard Mitigation Unit has administered over tens of millions of dollars in grant funds used to support communities and organizations across the state.

The NEMA Hazard Mitigation Unit exists to assist communities lessen the impact of natural hazards by creating a culture of mitigation and preparedness across the state. This is achieved by leading hazard mitigation planning efforts, helping communities identify vulnerabilities and actions to reduce vulnerabilities, matching mitigation actions with grant funding opportunities, and providing technical assistance for Federal Emergency Management Agency's (FEMA) Hazard Mitigation Assistance Grants.

Within the Hazard Mitigation Unit, the Deputy State Hazard Mitigation Officer (DSHMO) is responsible for assisting with the implementation of the goals outlined in the State's Hazard Mitigation Plan, planning and coordinating pre- and post-disaster mitigation activities, implementing internal processes to successfully administer FEMA's Hazard Mitigation Assistance Grants. HMA grants provide federal funds, through a reimbursement process to state, tribal, territorial and local governments and certain eligible private non-profits to help communities mitigate from natural hazards. This position will conduct quality assurance checks within the Hazard Mitigation Unit to ensure the HM process is conducted in a uniform manner.

Examples of Work

Supports and assumes all roles/responsibilities of the SPMO, if they are unavailable.

Supports teammates who are working with complex and/or technical applicants and/or projects through various means, including, but not limited to, project monitoring, quarterly reporting, meetings, site visits and inspections.

Provides financial reconciliation for all mitigation grant programs.

Conducts cursory review of project applications to determine all necessary documents have been provided and provides recommendations for applications to be submitted to FEMA for final review.

Provides support to teammates and applicants working with complex or technical projects throughout FEMA's Hazard Mitigation Assistance Grant Programs processes, including attending meetings, assisting with documentation gathering, writing and reviewing necessary letters, ensuring compliance with Code of Federal Regulation and federal and state programmatic guidance.

Reviews letters created by Hazard Mitigation Unit teammates for accuracy/completeness.

Represents the Hazard Mitigation Unit in inter-agency meetings and project collaboration as mitigation advisor and technical expert.

Ensures appropriate involvement by other agencies in hazard mitigation planning and implementation process.

Collaborates with partners and stakeholders as necessary to reduce duplication of effort between program areas.

Conduct community outreach activities and trainings that inform state, tribal, territorial and local governments and certain eligible private non-profits of Hazard Mitigation Assistance Grants.

Performs related work as assigned.

Qualifications / Requirements
REQUIREMENTS: Requirements: Post-high school coursework/training in one or more of the following areas: regional/urban/community planning, disaster planning, public safety program planning, transportation planning, public administration or business administration and experience in one or more of the following areas: regional/urban/community planning, disaster planning, public safety program planning, transportation planning, public administration, business administration or the social sciences and successful completion of NIMS and FEMA Independent Study Courses identified within the Emergency Management Program Specialist I position description and FEMA IS 5a, 244, 244b, 301, 302, 346, 362, 362a, 547a, 548, 551, 703a, 706, 810, 860a, and 860c.

OTHER: This position utilizes the following Federal and state programs and must maintain a working knowledge of the inter-relationship between the programs: Emergency Management Performance Grant (EMPG), National Incident Management System (NIMS), State Emergency Operations Plan (SEOP), Local Emergency Operations Plans (LEOP), State Communications Interoperability Plan (SCIP), Homeland Security Exercise Evaluation Program (HSEEP), DHS/FEMA Continuity of Operations/Continuity of Government (COOP/COG) planning templates, Homeland Security Grant Program (HSGP) - core program and five subordinate grant programs, Public Safety Interoperable Communications Program (PSIC), Emergency Management Accreditation Program (EMAP), Emergency Management Assistance Compact (EMAC), National Preparedness Guidelines (NPG) and Target Capabilities List (TCL). Must possess a valid driver's license at time of employment. Incumbents in this position, after a successful probationary period, are assigned as an Agency Watch Officer on a rotational basis. When serving as a Watch Officer, incumbents must be available for emergencies on a 24-hour basis for a seven-day period. Additionally, incumbents must be available around the clock in the event of an emergency or natural disaster, must be able to report to the NEMA office within a timely manner and be available to travel away from home for up to two weeks at a time. Normal overnight travel up to 10-15% of work schedule. Incumbent physical requirements include the ability to move/lift/push/pull 50 lbs on occasion and the ability to work in outdoor temperature extremes. Before any job offer is made, the incumbent will be required to pass a criminal background check.
Knowledge, Skills and Abilities
Knowledge of Federal, State and local laws, policies, rules and regulations governing Homeland Security and Emergency Management programs; the functional relationships between federal, state and local organizations; terminology and concepts associated with specific program plans; research methods and techniques for fact-finding and data gathering; means to use in obtaining or disseminating information in a proper format; emergency response procedures; a variety of disaster incident reports, geographical surveys and weather records; administrative audit procedures and requirements for emergency management, disaster assistance, homeland security programs and hazard mitigation programs; the fiscal accounting system in handling state and federal funds; principles and practices of planning, administering and organizing; Hazardous Material Planning and Community Right to Know; fiscal principles related to Federal Grant Management; the Federal grant application process and local grant review procedures.

Skill in writing in a precise, comprehensive manner; making judgmental decisions based on sometimes vague criteria and/or insufficient guidelines; conducting one-on-one interviews in such a manner to extract the maximum amount of data required for plan development; making presentations to various and diverse groups; using computers for word processing, data management and the development of maps and graphic displays.

Ability to establish and maintain effective working relationships at the federal, state and local government levels; interpret and apply emergency planning rules and regulations; to grasp abstract ideas, be innovative and create; communicate effectively; work under stress effectively, productively and meet deadlines; learn new concepts quickly; be flexible and listen to and understand other ideas/problems and make suggestions for improvement; translate various data and items of information into comprehensive plans suitable for use at the operating level; persuade government and private officials to become active in preparedness and planning activities; work effectively as a member of a team; effectively and efficiently proof work for errors; work in a multi-agency coordination center or be activated under the Emergency Management Assistance Compact.

• Knowledge or experience with the FEMA Hazard Mitigation Assistance (HMA) Grant Programs.
• Knowledge of HM program authorities and governing documents (Stafford Act, Hazard Mitigation Assistance Guidance and Addendum, Code of Federal Regulation sections 2 and 44, the Disaster Mitigation Act of 2000 and Disaster Recovery Reform Act of 2018).
• Knowledge of grant and project management.
• Knowledge of fiscal aspects of grant management.
• Knowledge of research methodology and data collection and analysis.
• Knowledge of computer software applications (Microsoft Office Suite, Smartsheets or others)
• Ability to think critically and review grant projects for accuracy and compliance with grant conditions.
• Ability to oversee and manage complex projects.
• Ability to communicate effectively and accurately verbally and in writing.
