Project Overview

Critical Infrastructure Digitalization and Resilience (CIDR) is a USAID-funded program that supports the Governments of Eastern Europe in assisting critical infrastructure entities to incorporate cybersecurity best practices into organizational operations, planning, and procurement; prioritize cybersecurity investment needs; select appropriate mandatory or voluntary standards and corresponding security controls; and establish the basis for region-wide cybersecurity information sharing. Through a regional approach targeting improved policies and legislation, information sharing, workforce development, and capacity-building, the program targets sectors such as energy (electric, natural gas, oil, district heating), water (transmission, distribution), transport, healthcare, finance, and telecommunications.

Please note that the purpose of this Call for Resumes is to build a roster of professionals with experience in the following areas. Candidates who apply to the roster will be screened based on different technical areas. Consequently, the project team will reach out to qualified candidates when the need for short- and long-term assignments have been identified. Candidates may be requested to work in any country with the technical team, or remotely, as determined by the project.

Possible area of technical assistance may include:

• Cybersecurity for critical infrastructure, including industrial control systems (ICS) and asset, supply chain, and overall cybersecurity risk management.

• Critical infrastructure systems in sectors such as energy, telecommunications, finance, digital government services, and healthcare, among others.

• Establishing and implementing policies, regulatory frameworks, and coordination bodies necessary to advance cybersecurity of critical infrastructure.

• Incident management and response.

• Threat intelligence analysis and sharing.

• Information security audits and penetration testing.

• Cybersecurity awareness and hygiene among organizations and the public.

• Digital transformation.

• Cybersecurity workforce development in coordination with higher education institutions, the public and private sectors, and other partners.

• Closing the gender gap in cybersecurity.

• Regional coordination and information sharing on cybersecurity threats.

• Smart cities and Internet of things (IoT)

• Monitoring and Evaluation.

In addition, candidates with program management, finance, and operations are also encouraged to apply

Qualifications:

• Bachelor's or Master's degree in a relevant field

• Two (2) or more years of experience in the related field

• Proficiency in English

• Knowledge of the Eastern European languages preferred, including Russian.

• Prior experience with USAID funded projects preferred

• Knowledge of US Government and USAID regulations and policies preferred

• Experience in the region; prior experience in Eastern Europe and Eurasia preferred

Eligible U.S. based employees, will be able to enroll in medical, dental and vision insurance, plus a 401(k)-retirement plan with a company match. For employees working outside of the United States, compensation and benefits will vary based on location.
