Job Description

  • Leads global online information portal procurement operations, including needs assessment, product identification, evaluation, vendor negotiations, and licensing, including collaboration with global customers and vendors.
  • Supervises professional staff, including management, mentoring, coaching, and development.
  • Manages responsibility for outsourced information team, including contracting and service issue management.
  • Serves as an integral part of the information center leadership team, guiding department operations, initiatives, planning, and strategy in accordance with the company's strategic direction.
  • Oversees department functions and develops effective operations, standards, policies, and procedures in areas of responsibility, including online global license procurement and budgeting.
  • Engages with cross-functional stakeholders to understand changing business needs; provides most relevant resources and tools for efficient and effective support of the business across global Otsuka affiliates
  • Coordinates with other departments to centralize online information resources to ensure efficiency and ROI and deliver enhanced cross-functional outcomes.
  • Supports global online information portal deployment and vendor relationship management.
  • Collaborate with the global information research and global information systems teams within the information department.
  • Develops and manages department budget, including yearly planning, oversight, and forecast adjustments.
  • Engages with global key stakeholders, and supports IRC marketing, outreach, and training initiatives.
  • Collaborates with Otsuka's Global Information Network for effective resource sharing, utilization, and cost effectiveness.
  • Supports tracking and monitoring of products and industry trends to provide competitive and business intelligence to help Otsuka enhance strategic planning and operations.

Qualifications

Required
  • Master's degree in Information Science/Library Science/Sciences
  • 12+ years of information center experience in the pharmaceutical, biotech, or medical industry.
  • 6+ years of management or supervisory experience.
  • Strong background in global licensing, negotiation, and vendor management.
  • Experience with developing and managing departmental budget, including planning and forecasting.
  • Proven ability to build and maintain effective relationships and partnerships with internal customers, global key stakeholders, and external vendors.
  • Demonstrated experience with developing and enhancing operational policies and procedures.
  • Strong ability to identify and solve problems effectively with creative or innovative solutions.
  • Advanced knowledge of information management, organization, and search technologies
  • Expert capabilities with specialized pharmaceutical and business information resources such as Dialog, Ovid, Cortellis, Decision Resources, Datamonitor, Citeline products, EvaluatePharma, Factiva, Thomson One, Adis, and EBSCO.
  • Ability to work independently and collaboratively while adhering to well-defined and well-established departmental procedures and processes.
  • Excellent written, oral, and interpersonal communication skills
  • Have initiative and proactively strive for superior customer services and outcomes.
  • Ability to build and maintain effective relationships and partnerships with internal customers and external vendors.
  • Adaptable, flexible, and able to balance multiple projects; ability to learn quickly and work effectively in a fast-paced environment.

  • Experience leading in a global work environment
  • Experience with cross-functional collaboration
  • Experience with GeniePlus and RightFind
  • Degree in Sciences
