ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position, and are not intended to reflect all duties performed within the job. Other duties may be assigned.

BGS Security Guards have the authority to enforce all naval directives from higher authority and all local directives as well as other rules and regulations issued under his authority. The proper method for enforcing such directives, rules, and regulations will depend upon the circumstances of each individual case. Many cases may include reporting of violators, apprehension of intruders, and detention of military or civilians pending arrival of Navy Security Forces, or other appropriate authority in order that investigation, determination of identity and circumstances, and proper disposition may be carried out. In all cases, the authority for enforcement must be properly exercised using good, sound judgment. Immediate coordination through the shift supervisor of the Navy Security Forces shall be made when apprehension or detention is utilized.

BGS Security Guards strictly follow all Standard Operating Procedures and Post Orders. If there arises a situation that is not covered under the Standard Operating Procedures or Post Orders then BGS Security Guard immediately contact the shift supervisor of the Navy Security Forces for direction and guidance.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

To perform this job successfully, an individual must be able to satisfactorily perform each essential duty. The requirements listed below are representative of the knowledge, skill and/or ability required. Required (Minimum) Qualifications

  • SECRET SECURITY CLEARANCE minimum.
  • All Contractor personnel assigned guard duties must successfully complete a pre-employment physical examination performed by a licensed health care professional. The examination evaluates the applicant's ability to successfully perform moderate to arduous physical exertion. Physical examinations include these medical requirements applying to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice.
  • All Guard employees must pass the semi-annual physical fitness test as a condition of their employment.
  • All guards must take psychological pre-employment testing to identify psychological conditions or patterns of behavior that are critical in determining occupational suitability
  • Possess a high school diploma or equivalent, or pass an equivalent performance examination designed to measure basic job-related mathematical, language, and reasoning skills. Possess the knowledge and ability to perform all required guard services duties. Must be able to read, write, and speak English fluently. Must be able to orally communicate clearly over a radio and telephone. Must be able to read and understand printed and computer screen documents, such as regulations, detailed orders, training instructions and material. Must be able to compose records and reports, which convey complete information.
  • Have no felony convictions and no convictions that reflect on the individual's reliability, including those crimes classified under the Lautenberg Act.
  • Be 21 years of age or older, or be an honorably discharged veteran. Must be 21 years of age to be armed.
  • Be a citizen of the United States.
  • Possess a valid automobile drivers license (all positions herein may require the use of a motor vehicle).
  • Have no record or history of illegal drug use, sale, possession, or manufacture during the previous five years.
  • Shall not have been diagnosed with any mental illness that would cause conflict or create unsafe working conditions for the employee and or citizens. If the employee has been diagnosed with a mental illness the employee must provide proof that the illness can be controlled by medication and that the employee is taking the prescribed medication. Cessation of prescribed medication against a physician's advice shall result in immediate termination.
  • Must be in and maintain a fitness level consistent with the job duties.
  • Pass a physical examination given by a licensed physician or health care professional before assignment and annually thereafter. Two copies of a written certification from the examining physician that the employee meets the following physical qualifications shall be provided following each examination.
  • The following physical requirements apply for all guards and supervisors:

1. General. Each guard service employee shall be in good physical condition; be able to protect themselves and others; and withstand sudden emotional stress and physical exertion in apprehension of suspects and violators. Pursuit may be on foot, requiring running, jumping, climbing, and/or crawling, followed by physical contact to overpower the violator as necessary.

2. Vision.

a. Distant visual acuity in each eye shall be correctable to 20/30 (Snellen or equivalent) in the better eye and 20/40 in the other eye with eyeglasses or contact lenses.

b. If uncorrected distance vision is not at least 20/40 in the better eye, the individual shall carry an extra pair of corrective lenses.

c. Near visual acuity, corrected or uncorrected, shall be at least 20/40 in the better eye.

d. Field of vision must be at least 70 horizontal meridians in each eye.

e. The ability to distinguish red, green, and yellow colors is required.

f. Loss of vision in one eye is disqualifying.

g. Glaucoma shall be disqualifying unless controlled by acceptable medical or surgical means, provided such medications, as may be used for controlling glaucoma, do not cause undesirable side effects which adversely affect the individual's ability to perform assigned security job duties, and provided the visual requirements stated above are met.

h. On-the-job evaluation shall be used for individuals who exhibit a mild color vision defect.

i. Where corrective eyeglasses are required, they shall be of the safety glass type.

j. The use of corrective eyeglasses or contact lenses shall not interfere with an individual's ability to effectively perform assigned security job duties during normal or emergency operations.

3. Hearing.

a. Individuals shall have no hearing loss in the better ear greater than 30 decibels average at 500 Hz, 1,000 Hz and 2,000 Hz, with no level greater than 40 decibels at any one frequency (by ISO 389 \"Standard Reference Zero for the Calibration of Purtone Audiometer\" (1975) or ANSI S3.6 - 1991 \"Specifications for Audiometers\")

b. A hearing aid is acceptable, provided suitable testing procedures demonstrate auditory acuity equivalent to the above stated requirement

c. The use of a hearing aid shall not decrease the effective performance of the individual in assigned security job duties during normal or emergency operations.

4. Diseases. Individuals shall have no established medical history or medical diagnosis of epilepsy or diabetes, or, where such a condition exists, the individual shall provide medical evidence that the condition can be controlled with proper medication so that the individual will not lapse into a coma or unconscious state while performing assigned guard service duties.

5. Addiction. Individuals shall have no established medical history or medical diagnosis of habitual alcoholism or drug addiction, or, where such a condition has existed, the individual shall provide certified documentation of having completed a rehabilitation program which would give a reasonable degree of confidence that the individual would be capable of performing assigned guard service duties.

6. Other Physical Requirements. An individual who has been incapacitated due to serious illness, injury, disease, or operation which could interfere with the effective performance of assigned guard service duties shall, prior to the beginning or the resumption of such duties, provide medical evidence of recovery and ability to perform such duties.
  • All employees must be eligible to successfully acquire and maintain the Security Clearance required for the Posts/Positions.
  • Guards must possess a valid State Driver's License.
  • Each employee must be capable of using Government provided software and desktop computers.

  • No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
